Since 2015, Wuhan has issued a number of policies to promote the popularization and application of new energy vehicles. Increasing the supply of charging facilities is the basic prerequisite for improving the environment for new energy vehicles.
In 2017, the Wuhan Municipal Government issued the "Notice on Several Policies to Accelerate the Promotion and Application of New Energy Vehicles" (Wu Zheng Gui [2017] No. 43), requiring new residential areas and large public parking lots to be equipped with new energy vehicle charging infrastructure at a rate of 20%. In 2018, the municipal government issued the "Wuhan City Parking and New Energy Vehicle Supporting Facilities Construction Work Plan", which clarified that the construction of charging facilities should focus on the construction of charging facilities in residential quarters, units and special stations, and focus on public parking lots and temporary parking on the roadside Bits and other public charging facilities are supplemented.

In 2021, the Wuhan Municipal Development and Reform Commission issued the "Interim Measures for the Construction, Operation and Management of New Energy Vehicle Charging Infrastructure in Wuhan" (Wu Fa Gai Energy [2021] No. 298), requiring newly-built commercial service buildings, tourist attractions, transportation hubs, and public parking Places such as parking lots and road parking spaces shall be equipped with charging and swapping facilities or reserve installation conditions at a rate of no less than 20%; 10% of the total number of parking spaces will be gradually renovated and installed with charging and swapping facilities.
At the same time, the municipal planning department strictly implements the planning and approval of new projects, and requires in advance the number of charging piles in the newly built parking lot and social public parking lot. If it does not meet the standard, it will not be accepted, so as to ensure the completion of the charging facility construction goal.
According to statistics, by 2018, a total of 103,000 charging piles have been built in Wuhan (including 66,000 piles with installation conditions). By the end of 2021, a total of more than 130,000 charging piles will be built. This year, it is planned to add 40,000 charging piles (of which 20,000 are eligible for installation).
As of May this year, based on the existing number of new energy vehicles and the over 140,000 new energy vehicle charging piles that have been built, the ratio of new energy vehicles to piles in Wuhan has exceeded 1:1. However, with the rapid growth of the number of new energy vehicles, the construction speed of charging piles must also keep up. The 2021 "Wuhan City Development of High-Standard Urban Construction Work Plan" proposes that by 2025, 1,500 centralized charging and swapping stations and 205,000 charging piles will be built to meet the basic needs of basic parking spaces and charging facilities in the central city.
